YouTube to Dramatically Raise Monetization Standards for Shorts and Partner Program in 2027


YouTube has announced a significant increase in eligibility requirements for both Shorts ad revenue and the YouTube Partner Program (YPP), effective February 1, 2027. This move aims to ensure a 'meaningful' distribution of ad revenue within the rapidly expanding creator ecosystem, while also reflecting YouTube's strategic shift toward exploring diverse monetization opportunities for smaller creators.
Stricter Eligibility for the YouTube Partner Program
Starting February 1, 2027, creators looking to join the YouTube Partner Program will face significantly stricter criteria. Previously, eligibility required 1,000 subscribers and either 4,000 valid public watch hours within the past year or 10 million Shorts views over a 90-day period. Under the new policy, these requirements will effectively double, demanding 8,000 public watch hours or 20 million Shorts views, respectively.

These changes apply solely to new applicants; creators currently enrolled in the Partner Program will not be subjected to the increased requirements and will maintain their existing qualifications. This approach aims to ensure stability for current partners while fostering qualitative growth within the program.
Stricter Criteria and Rationale for Shorts Ad Revenue Sharing
YouTube is also tightening the separate criteria required for receiving Shorts ad revenue, irrespective of YouTube Partner Program membership. Beginning February 2027, creators must accumulate over 10 million Shorts views within a 90-day period to qualify for ad revenue sharing. If this threshold is not met, Shorts ad revenue distribution will be suspended, automatically resuming once the requirement is fulfilled again.
According to YouTube, this increase in standards is intended to ensure that Shorts ad revenue becomes a 'meaningful' source of income for creators. Amjad Hanif, Vice President of Creator Products at YouTube, explained that achieving substantial revenue from Shorts ads requires tens of millions of views, underscoring the necessity of these new eligibility rules.
Diversifying Monetization Opportunities for Creators
Alongside strengthening its ad revenue eligibility, YouTube is actively encouraging creators to explore alternative monetization opportunities beyond advertising. Notably, the fan funding requirements remain unchanged. Creators can access fan support tools by achieving 500 subscribers, at least three public uploads within 90 days, and either 3,000 public watch hours in the past year or 3 million Shorts views over a 90-day period.
YouTube has stated its commitment to introducing new incentive programs that reward performance and engagement, moving beyond sole reliance on ad revenue. For channels that don't meet the 10 million Shorts view threshold, the platform plans to offer various ways to generate income, including YouTube Shopping bonuses, brand deal incentives, and enhanced revenue opportunities for initiating growth trends.
